Data centres have a pristine and hushed appearance. The safety picture couldn’t be more different. Behind the glass and cold-aisle doors are high voltage switchgear, diesel plant, refrigerants, raised floors, confined plant rooms, lone working at 3am and a contractor workforce that changes every week. If you treat that as an IT problem with a clipboard on the side, you will miss the duty that actually sits with you as an employer.

This is a UK HSE article. Health and Safety at Work etc. Act 1974 applies on a live floor in the same way it applies on a construction site. Why data-centre HSE is not generic facilities work

A hyperscale or colocation hall brings together hazards not often found co-located in an office or warehouse.

The first is electrical risk. Arc flash, stored energy, UPS battery rooms and live working under the Electricity at Work Regulations 1989 are not edge cases here. They are the job. A paper permit that lives in a site office while the authorised person is in a different hall is not a control.

Mechanical and environmental plant sit next. Generators, fuel, cooling towers, water treatment chemicals, and refrigerants all have COSHH, confined space and sometimes work at height. A leak or a failed isolation at 2am is an operations event and an HSE event at the same time.

People risk is the risk operators under-estimate. Night-shift techs, roaming remote hands, first-visit vendors and security guards patrolling the same white space. Lone working, competence, induction and permit clashes are more important than a laminated evacuation plan.

Customers and landlords provide a third layer. Colocation tenants, principal contractors, and landlord/tenant splits do not diminish the responsibility. Somebody must know who is authorised, what is live, and which controls are in force on that floor at this moment.

What UK law actually requires

You don't need a new legal theory for data centres. You need to implement the old one with proof.

The Management of Health and Safety at Work Regulations 1999 stipulate a suitable and sufficient risk assessment and a record of the significant findings if you employ five or more people. The HSE 5x5 approach is the working method most UK operators are already familiar with. The failure mode is not the matrix. It is assessments that are out of date, residing in a shared drive and completely disconnected from the permit that was issued this morning.

RIDDOR still applies. Reportable injuries, dangerous occurrences and specified diseases have statutory clocks. If your incident form is email and a spreadsheet, you will spend the first hour reconstructing what happened instead of notifying and investigating.

COSHH encompasses the chemical reality of the hall, water treatment, cleaning chemicals, fuels, batteries, refrigerants etc. SDS files in a folder is not an assessment. You need the exposure routes, who is at risk, the controls and a review date.

Permits to work are how you control high-risk work: electrical isolation, hot work, confined space, working at height, and contractor access. Paper permits fail in exactly the ways data centres cannot afford: missing signatures, conflicting work and no live view of what is open on the floor.

None of that is optional because the hall is "critical infrastructure". Criticality raises the operational bar. It does not lower the legal one.

Why the dashboard is the control, not a report

Most safety software is a filing cabinet with a login. You complete a form, someone files it, and the board sees a PDF at month end. That is too slow for a 24/7 facility.

A safety dashboard is only worthwhile if it is driven by the same records as those on the floor. Open actions, overdue reviews, live permits, incident trends and RIDDOR candidates need to be at the top of view without a chase. Leading indicators (overdue reviews, open high risk permits, incomplete inductions) are more important than a lagging lost-time chart that is produced after the event.
